The Minister for Finance, Ken Ofori-Atta, has postponed the presentation of Mid-Year Budget Review to Monday, July 31.
Information gathered shows that this is the second time the budget review has been postponed following failed acceptance of previously slated dates – July 25 and July 27 respectively.
The postponement is said to have caused a stir among Members of Parliament and some members of the public since it is a constitutional requirement.
The mid-year budget review is in line with Section 28 of the Public Financial Management Act, 2016 (Act 921) and Regulation 24 of the Public Financial Management Regulations (L.I. 2378).
According to the Speaker of Parliament, Alban Bagbin, Mr. Ofori-Atta would engage in an intensive meeting with the MPs on Friday, July 28, 2023, ahead of the rescheduled presentation.
He explained that it is an agreement between leadership and the Ministry of Finance as a prelude to the presentation of the midyear review and possibly the supplementary budget on Monday, July 31, 2023.
Mr. Bagbin added that on that note “I will have to plead with you for us to have an extended sitting today. We have a number of matters before us that we will have to conclude.”
The Speaker also announced that the house will not sit on Wednesday, July 26, 2023 due to a national assignment.
The president, former presidents and other high profile persons including the Speaker and the Chief Justice would be attending a national development conference.
The event is being organised by The Church of Pentecost in collaboration with the Government and the Christian Community at the Pentecost Convention Centre, Millennium City, Gomoa Fetteh near Kasoa in the Central Region.
Speakers at the event include President Nana Addo Dankwa Akufo-Addo, Speaker Alban Sumana Kingsford Bagbin and Chief Justice Gertrude Araba Esaaba Torkornoo.
Others are former President John Agyekum Kufuor, former President John Dramani Mahama and Apostle Eric Nyamekye, the Chairman of The Church of Pentecost.
