Agona West resident files RTI request over alleged misuse of public funds

A resident of Agona West, Lydia Baah-Quansah, has formally invoked the Right to Information Act, 2019 (Act 989), requesting detailed financial and project-related records from the Agona West Municipal Assembly.

Her request has been deemed necessary following the growing public concerns and rumours surrounding the alleged misappropriation of public funds and lack of transparency in the utilization of the District Assemblies Common Fund (DACF) and the Member of Parliament’s Common Fund.

In a letter dated May 18, 2026, and addressed to the Information Officer of the Assembly, Madam Baah-Quansah requested access to records covering the period from January 1, 2025, to May 18, 2026. The request seeks comprehensive details on the total amount of DACF received by the Assembly within the period and how the funds have been utilized. Specifically, she requested names and locations of projects and programmes funded, amounts allocated and disbursed, implementation status of projects, as well as copies of expenditure reports and financial statements.

The information request also extends to the MP’s share of the Common Fund for the Agona West Constituency. Madam Baah-Quansah is demanding a breakdown of all beneficiary projects, programmes and communities that benefited from the fund, including the amounts allocated, expenditure returns and approvals related to the disbursement of the funds. According to her, the request has become necessary in the interest of accountability and transparency following persistent public concerns regarding the use of public resources within the municipality.

In addition, the petitioner requested detailed information on borehole water projects undertaken by the Assembly from January 2025 to date. She asked for the total number of boreholes constructed, their locations, dates of completion or commissioning, names of contractors, total cost per borehole and sources of funding, including whether the projects were financed through the DACF, MP’s Common Fund, Internally Generated Funds (IGF) or donor support.

Madam Baah-Quansah further requested that the information be provided in soft copy through her stated email address in accordance with Section 19(3) of the RTI Act, adding that she is willing to pay any prescribed reproduction fees should hard copies be required. She also reminded the Assembly of the statutory timeline under Section 23 of the Act, which requires a response within 14 days of receipt of the application.

The development is expected to heighten public interest in issues of local governance, accountability and the management of public funds in the Agona West Municipality, as residents await the Assembly’s response to the information request.

“Per Section 23 of Act 989, I look forward to receiving your decision on this application within 14 days of receipt of this letter.

“Should you require any clarification or further particulars to process this request, kindly contact me on the telephone number or email above,” Madam Baah-Quansah stated.
