Insulting Parliament: Prima facie case established against Ken Agyapong

Kennedy Agyapong[/caption] Parliament’s Privileges Committee has established a prima facie case against the Assin Central Member of Parliament, Kennedy Agyapong who is said to have insulted his colleague legislators on a national television. The controversial MP reportedly called the MPs “useless” for confirming the MP for Suame, Osei Kyei-Mensah-Bonsu as the Majority Leader. The MP for Asawase and Minority Chief Whip, Mohammed Muntaka Mubarak reported his contemptuous conduct to the house and he was subsequently referred to the Privileges Committee. After the Committee had sat in closed door on Tuesday, it’s Vice Chairman Andrew Kofi Mercer told the media “the committee’s decision is that there is merit to the accusation of contempt of parliament” [caption id="attachment_89895" align="aligncenter" width="613"]Privileges Committee The Privileges Committee sat on Tuesday[/caption] He said Kennedy Agyapong breached Article 112 of the 1992 Constitution and Order 31(2) of Parliament’s Standing Orders as well as breaching clause 4(9) of Code of Conduct of members of parliament. “For that reason he ought to appear [before the Privileges Committee] and be given the opportunity” to explain himself as “natural justice requires” He is scheduled to appear before the Privileges Committee next week, 3rd July 2018. Mohammed Muntaka Mubarak later told the media he presented video evidence to the committee and was hopeful the committee would come to the same conclusion that the behaviour of Kennedy Agyapong amounts to contempt of parliament.
